Chartiers Township has retained the services of a company to clean and camera the sewage system in the Allison Plan section of the Township. During this process residential sewage lateral traps may be drained of water and sewer smells may be present in the home. Flushing a toilet or running a faucet to replace the water in the trap can easily remedy this situation. Any concerns can be directed to the Township Manager at 724-745-3415

Legislative Update
Countywide EIT Collection

SB 1063/PN 1988
Major Provisions:

  • Would amend the Local Tax Enabling Act (Act 511 of 1965) to establish a mandatory countywide tax collection district for the local earned income tax.
  • Would require administrative reform of the EIT collection system, including mandatory audit requirements of tax collectors, stronger bonding provisions, regular reporting requirements and standard forms.
  • Would establish a single county-wide EIT collection district in each county with the exception of Allegheny County, which would have five districts.
  • Would create a tax collection committee in each district to appoint and set the compensation of the district’s EIT collector and establish policies and procedures for the administration and collection of the EIT.
  • Would authorize each municipality and school district in the county that imposes the EIT to appoint one voting delegate and one alternate to the committee.
  • Would require votes on the committee to be weighted, with 50% based on population and 50% based on the amount of EIT revenue collected.
  • Would require costs associated with the tax collection district to be shared by all members of the district proportionally, based on the amount of EIT revenue collected.
  • Would authorize each tax collection committee to appoint a public or private entity as the district’s EIT collector or establish an office for EIT collection. Multiple taxing districts could appoint the same tax collector or form a joint committee.
  • Would provide for an opt-out from the tax collection district as a matter of last resort if a local government’s concerns with the tax officer are unresolved and the court determines that opting out is the only way to resolve the issues. 
  • Status: Has passed the Senate and is before the House Finance Committee.
